PROPOSITION 005 Non-violent Drug Offenders Sentencing, Parole And Rehabilitation Increase funding and oversight for individualized treatment and rehabilitation programs for nonviolent drug offenders and parolees. Reduces criminal consequences of nonviolent drug offenses.
PROPOSITION 006 Criminal Penalties And Laws Public Safety Funding Requires new state spending on programs to combat crime and gangs, and to operate prison and parole systems. Increases penalties for crimes, including violating gang injunctions, using or possessing to sell methamphetamine, or carrying loaded or concealed firearms by certain felons. Eliminates bail for illegal immigrants charged with violent or gang-related felonies, establishes crime for removing or disabling a monitoring device affixed as part of a criminal sentence, and changes evidence rules to allow use of certain hearsay statements as evidence.
PROPOSITION 007 Renewable Energy Requires all utilities, including government-owned utilities, to generate 20% of their power from renewable energy by 2010.
PROPOSITION 008 Limit On Marriage Amends the California Constitution to provide that only marriage between a man and a woman is valid or recognized in California.
PROPOSITION 009 Victims' Rights And Parole Requires notification to victim and opportunity for input during phases of criminal justice process, including bail, pleas, sentencing and parole. Establishes victim safety as consideration for bail or parole.
PROPOSITION 010 Alternative Fuel Vehicles And Renewable Energy Authorizes $5 billion in bonds for cash payments to purchasers of high fuel economy and alternative fuel vehicles and incentives for research, development and production of renewable energy technology.
PROPOSITION 011 Changes Authority For Establishing Assembly, Senate And Board Of Equalization District Boundaries From Elected Representatives To 14 Member Commission Creates redistricting commission and requires State Auditor to randomly select commission members from voter applicant pool to create a commission with five members from each of the two largest political parties, and four members unaffiliated with either political party. Requires nine votes to approve final district maps and establishes standards for drawing new lines.
PROPOSITION 012 Veterans' Bond Act Of 2008 Authorizes the state to sell $900 million in general obligation bonds for the Cal-Vet program to provide sufficient funds for at least 3,600 additional veterans to receive loans.
PROPOSITION 91 Earmarks For Transportation Investment Fund Prohibits certain motor vehicle fuel sales and use taxes, that are earmarked for the Transportation Investment Fund, from being retained in the General Fund.
PROPOSITION 92 Community Colleges Funding And Governance Establishes in state constitution a system of independent public community college districts and Board of Governors.
PROPOSITION 93 Limits On Legislators' Terms In Office Reduces the total amount of time a person may serve in the state legislature from 14 years to 12 years. Allows a person to serve a total of 12 years either in the Assembly, the Senate, or a combination of both.
PROPOSITION 94 Amend Indian Gaming Compact Between The State And Pechanga Band Of Luiseno Mission Indians Ratifies amendment to existing gaming compact between the state and Pechanga Band of Luiseño Mission Indians and would permit tribe to operate 5,500 additional slot machines; Omits certain projects from scope of California Environmental Quality Act and provides for Tribal Environmental Impact Report and intergovernmental procedure to address environmental impact. Revenue paid by tribe to be deposited in General Fund.
